Job Information
  • To manage the Agency’s finances in accordance with the FAA Act and Financial Instructions to Executive Agencies
  • Division’s Corporate Plan and Budgets developed
  • Financial records maintained
  • Financial/Technical advice given
  • Policies, systems and procedures implemented
  • Reports, Financial statements produced
  • Ensures that the Agency’s finances are managed in accordance with the FAA Act, Financial Instructions to Executive Agencies and generally accepted accounting practices
  • Implements a system of Management Accounting and reporting to meet the operational requirements of the Agency
  • Ensures that a proper system is in place for the collection and reconciliation of revenue and other receipts and that these are lodged to the relevant bank accounts
  • Ensures that there is a proper system of certification and authorization of payments, which is in accordance with the prescribed conditions of regularity and propriety in keeping with the provisions of the FAA Act and Financial Instructions to Executive Agencies
  • Ensures the prompt and accurate payment of salary, statutory deductions, and other approved deductions to relevant persons and agencies
  • Provides technical advice to the CEO and all Heads of Units on Finance, Accounts and Planning matters
  • Analyses on an ongoing basis the trend of the actual expenditure against the approved budget and submits analytical report on the results to the CEO
  • Ensures the preparation of monthly and annual financial reports for both expenditure and revenue
  • Oversees the preparation of the Agency’s Corporate Plan and annual budget
  • Co-ordinates operation of the Agency’s Performance Reporting System to ensure compliance with the instructions to Executive Agencies
  • Ensures that there is an effective system for the protection and efficient utilization of physical assets to include the maintenance of proper inventory
  • Agrees objectives and performance targets with staff supervised and conducts interim and annual performance appraisals
KEY COMPETENCIES – The post holder needs to demonstrate the following competencies:
  • Sound knowledge of FAA Act, Financial Instructions to Executive Agencies and generally accepted accounting practices
  • Sound knowledge of the Agency’s policies and procedures
  • Sound knowledge of relevant computer applications and systems
  • Sound leadership skills, decision-making and problem solving skills
  • Sound analytical skills
  • Sound oral and written communication skills
QUALIFICATIONS – Education and Experience:
  • Degree in Accounting or Management Studies from a recognized University or ACCA Level 3
  • Specialized training in financial planning
  • Five (5) years’ experience in a Senior Accounting/Financial Management position
